hi, I have a 320x240 video I am trying to improve.

is it better to add SR stages like 320x240->640x480->1280x960 or just do one 320x240->1280x960 SR stage?

what about using multiples of 1.5 or some other odd number for SR? like 320x240->480x360->720x540->1080x810. should this improve quality or is it better just to stick with even numbers?

Yes, multiple stages are the way to go. Read carefully here:
