It's not the first time it happen and i'm not sure what's causing this but for a mpeg clip, ntsc 29.970fps,  i get 30.303 as a result.

If someone could enlighten me ...i'm all lost

Since some source formats do not have fixed framerate, Video Enhancer tries to determine it by timestamps provided by demuxer or decoder. In your case MPEG decoder or MPEG demuxer used in your system provides strange timestamps, hence the result. Using a different MPEG reader can solve the problem.
