New to this program and I just want to do some simple re-sizing of some AVI's? Could you get me started on how to do that? Yeah, I know...but I'm terrible at following help manuals! Is there already a built in filter for re-sizing or do I have to download it?

Yes, resizing is built in.
Just run VE in its default simple mode, open your file, set width and height you want to resize to, choose output compression and press Start.
