The reason for my need of a license for this kind of software trickles down to 2 main things...

1.) Visual Effects, assuming VEnhancer does this I need something with deinterlacing.  Cmos cams have too much rolling shutter distortion and I need something that can straighten out the video so it will make the recorded footage ready for 3d tracking.

2.) I also need something that will correct motion blur.  I bring this up because the cam I want to get records at a beautiful 10MP but it suffers from motion blur thats so bad it almost makes your eyes hurt.  Its Xacti CG10.

But is the motion blur correction even possible with post technology yet or does a camera have to be modified to do this?

Well, Video Enhancer can do deinterlacing via some filters, but the same filters can be used in VirtualDub which is free. You should try both to see if VE gives any advantage.

As for motion blur I don't know any software capable of removing it, VE also cannot do it.
