Should have been raised already, but sry didnt found answer (if there is one).
I read SR wont work for low rate videos. Practically what is low rate ? I mean from which threshold it is supposed to work with decent result ?

We haven't measured exact numbers for this question, but in general if the source video is blocky and blurry, then result will most probably be not much better than using simple interpolation filter like bicubic or lanczos.
