Coulor blinking

Sometimes some very bad quality video (old VHS for example) are very unsteady with colours. It switches from B&W to colours or from yellowish to reddish (or other shades) every few seconds.
Is there a filter to fix that ?

Camcorder color denoise
Defogger From Noise
